On December 2, 2020, the Genesee County Board of Commissioners gave "tentative approval" for SIX Genesee County School Districts to hold COVID-19 vaccination distribution sites! According to an article from WNEM TV5, the agreement was made with the Flint, Davison, Flushing, Grand Blanc, Lake Fenton, and Mt. Morris districts. Two additional school districts have since been added to the list, but yet to be named.
Many parents were not made aware of this and reached out to Informed Choice Michigan with concerns. We made a post on our Facebook page, informing and warning parents.
In particular, we wanted parents to be informed of a consent process called "implied consent". Per the WHO, implied consent occurs when “the physical presence of the child or adolescent, with or without an accompanying parent at the vaccination session, is considered to imply consent. This practice is based on the opt-out principle and parents who do not consent to vaccination are expected implicitly to take steps to ensure that their child or adolescent does not participate in the vaccination session.”
Several days later, an MLive reporter reached out to us, and "according to the health department, any claim that a child would be vaccinated without a parent being present and giving written consent is entirely false."
We found this very interesting.
In response, we published a post explaining all of the laws and guidelines used in regards to minors and consent to medical decisions, vaccinations specifically, as well as some additional information in regards to vaccines, vaccine injury, and the pharmaceutical company Pfizer.
Contrary to the article, I could not find any press release on the MDHHS website in regards to these COVID vaccine clinics on school grounds.
Under Michigan law, a minor is a person 17 years of age or younger. Generally, parental consent is needed for a minor to be vaccinated. However, a minor child receiving services through a Title X agency may do so WITHOUT parental consent.
MDHHS is a Title X agency. According to their Family Planning Program handbook, client planning, education, and counseling includes to “Refer for age appropriate vaccinations, Offer/Refer for age appropriate vaccinations, Encourage vaccination for HPV and Hepatitis B” (pg 95, 96, 103).
According to what was found on the MDHHS website, they are using CDC guidelines for the vaccination process in regards to the COVID-19 vaccine being given at “Temporary, Satellite, or Off-Site Vaccination Clinics”. This does include “Signed consent, based on state or local requirements (there is no federal requirement for signed consent)”.
As stated before, a minor child receiving services through a Title X agency may do so WITHOUT parental consent and MDHHS is a Title X agency.
There is no mention of parental consent on the MDHHS website, in regards to receiving the COVID-19 vaccine, nor in the interim draft for the State of Michigan COVID-19 Vaccination Plan. This plan does however include the implementation of putting “an emphasis on the young adult students as well as build a foundation for education regarding COVID vaccination for the elementary and secondary school-aged children”. (pg. 54)
For the people who say "that would never happen" in regards to children being vaccinated without parental consent...and especially for those who say we are spreading "misinformation".....IS THIS ENOUGH PROOF FOR YOU?!
The three children were vaccinated “without fully executed, or completely documented consent.”

•California — Children ages 12 and up can receive vaccines related to sexually transmitted diseases without parental oversight.
•Delaware — Children ages 12 and up can receive vaccines related to STDs without parental oversight.
•Minnesota — Children of any age can receive the hepatitis B vaccine without their parents' permission.
•New York — Children of any age can receive vaccines related to STDs without parental oversight.
•Alaska — Children of any age can consent to all healthcare services except abortions.
•Idaho — Children of any age can consent to all healthcare services.
•Alabama — Children ages 14 and up can consent to all healthcare services.
•Oregon — Children ages 15 and up can consent to all healthcare services.
•South Carolina — Children ages 16 and up can consent to all healthcare services.
Under the legislation, if a doctor determines that a minor is capable of informed consent, they would be able to seek government-recommended vaccinations their parents object to on religious grounds. They also could get vaccinated against the human papillomavirus — which is recommended for older children but opposed by some parents because the virus is sexually transmitted and they object to their teenagers having sex.
With the fact that vaccine manufacturers are not liable for harm caused by their products because of the National Childhood Vaccine Injury Act of 1986, along with the PREP Act being declared early this year, which also gives liability immunity for not only manufacturers but also any “covered persons” to include “those that manufacturer, distribute, administer, prescribe or use Covered Countermeasures,”, how are we supposed to trust that these fast-tracked vaccines are being developed with ethics in mind? Not to mention Michigan House Bill 6492, introduced on December 2nd, “a COVID-19 responder or health care facility that provides services in support of this state’s response...is not liable for an injury, including death, sustained by an individual by reason of those services [and] is not subject to criminal prosecution for providing those services.”
As of December 1, 2020, the total payout to vaccine injury compensation has reached $4,499,721,447.84. Just last month alone, over $15,000,000 was paid out. But these payouts are not from the manufacturers. These payouts come from U.S. taxpayer dollars because manufacturers are not liable for the harm their products cause, families negatively affected have to go through a vaccine court to be compensated. If they even get compensated, about two-thirds are dismissed.
According to a report submitted to the United States Department of Health and Human Services,
"Although 25% of ambulatory patients experience an adverse drug event, less than 0.3% of all adverse drug events and 1-13% of serious events are reported to the Food and Drug Administration (FDA). Likewise, fewer than 1% of vaccine adverse events are reported."
If pharmaceutical companies have no legal responsibility, how can we truly trust their ethics alone when it comes to the safety and efficacy of their products??
Pharmaceutical companies have time and time again been exposed for their corruption and in regards to Pfizer specifically, they have a long history. Aside from their illegal marketing scams, resulting in a record-high 2.3 billion dollar fraud lawsuit, Pfizer has faced thousands of other lawsuits.
Here are just a few:
1996- conducts illegal/unapproved clinical trials on meningitis in 200 children in Nigeria. 11 children died as a result of the trial and dozens more disabled. 2014- recalls lots of Effexor XR when it is discovered to be contaminated with another drug the company manufactures, Tikosyn. Let’s not forget, medical malpractice is the third leading cause of death in the United States and many medical facilities and doctors receive incentives for having the majority of their patients fully vaccinated. In Michigan specifically, and “pursuant to Section 1801 of Public Act 107 of 2017, MDHHS provides an increased payment rate for Medicaid primary care services rendered by qualified primary care providers.”
According to MDHHS documents, “the associated impact of this final rule requiring states to reimburse specified physicians for vaccine administration...during 2013 and 2014, [was] estimated at..$975 million in federal costs.”
Many insurance companies, like Blue Cross Blue Shield and Meridian Health Plan, have incentive programs as well.
The thought of someone vaccinating your child without your consent is scary, and it should be, but the truth of the matter is that implied consent is real. It happens, and parents everywhere should educate themselves on their rights and what they need to do in order to protect their children and their families!
However, we maintain the recommendation for parents who are worried about implied consent, to keep their children home during the period these clinics are on school grounds. Parents who cannot keep their children home should submit a written statement, refusing consent for their child to receive vaccinations without a parent or guardian present.
